The Early Intervention Program (EIP) is a public program for infants and toddlers with special needs.


Through the EIP a multidisciplinary evaluation is offered at no out-of-pocket expense to families who have concerns about any aspect of their child's development. Eligibility for the EIP can only be determined by State approved evaluators under contract with the municipality.

NYTPS is approved by New York State Department of Health to provide the following Early Intervention Services. (If services are provided in a community setting that requires a fee, the parent is responsible for paying those costs.)

  • Ongoing Service Coordination
  • Core and Supplemental Evaluation
  • Home/community/facility based visits
  • Parent child groups
  • Group developmental Intervention
  • Family/caregiver support groups

The Early Intervention Program is funded and regulated by the NYS Department of Health in Nassau and Suffolk Counties. All services are provided at no out of pocket cost to families but health insurance may be accessed.


New York Therapy Placement Services, Inc. (known as NYTPS, Inc.) is a NYS Approved Provider of Early Intervention (birth-3) and Preschool Services (3-5) under contract with Nassau and Suffolk County, NYC DOE and NYS DOH. All Early Intervention evaluations and services are provided to eligible children and are provided at no out of pocket expenses to families; however health insurance may be accessed for Early Intervention. NYTPS, Inc. is a multidisciplinary evaluation siteunder contract with Nassau and Suffolk Counties and NYC. Services for Early Intervention and Preschool are provided to eligible children upon formal evaluations. Services provided to eligible children who have or are suspected of having a disability pursuant to section 4410 of article 89 of the education law or pursuant to the Early Intervention law are funded by NYS Education Department, Nassau and Suffolk County and NYS DOH.

Eligibility for the Early Intervention Program (EIP) can be determined only by State-Approved evaluators under contract with the municipality. If a child is found eligible for the for the EIP, all needed early intervention services are identified in collaboration with the parent and must be authorized by the municipality. The municipality will arrange for service providers, considering the individual needs of the child and family, to deliver services authorized by the municipality. When early intervention services are delivered in child care settings or community locations that require a fee, the parent is responsible for paying any associated costs with such access to child care or community locations. For preschool services, please call your local school district to make a referral to the Committee on Preschool Education.
